Many Third World governments have deprived agriculture of essential resources, taxed it excessively and inadvertently constructed a pernicious disincentive system. The present work seeks to review some of the instances by which Third World regimes accord their farm populations a disservice. After a brief summary of output trends, major policies injurious to the rural sector are outlined and discussed. While no attempt is made to be comprehensive, the issues selected are by far and away among the most crucial. JEL: Q18
