The investigation is intended for the pedagogic process of Physical Education for the pupils with mental severe retardation of the Psycho- Pedagogical Medical Center. The scientific novelty of it consists in the description of the educative- artistic- physical- method with an integral physical educational focus and the historic- cultural theory and their definitions, categories and essential components. The practical contribution consists in the viable method with a methodology that evidences the phases of its development and educational actions to stimulate the physical potentialities of the pupils with mental severe retardation, so that they get involved in labor and in social activities. This paper was created following the policy for the continuous perfecting of this subsystem, and the national policy of action of the Public Health Ministry regarding the attention to people with mental severe retardation (2005-2010). The partial introduction of the proposal has allowed verifying its feasibility.
