POR UMA CONCEPÇÃO DEMOCRÁTICA DE GOVERNANÇA PARA A ESFERA PÚBLICA
Abstract
This article is meant to discuss the concept of governance, in its application to public management, taking the case of the Brazilian Councils as the central focus of reflection. With this aim, it starts with a bibliographic and documentary analysis, for theoretical contextualization of the theme, on its application to the Brazilian case. The analysis points out that, in the case of the Brazilian Councils, focus of this analysis, the democratic-participatory conception of governance seems to be the one that better covers the commitment to social control and accountability dimensions, involved in public management processes.
