Today, in conditions of intensive development of armament and military equipment, information and digital technologies, one of the main tasks of the Armed Forces of Ukraine will be to ensure the survivability and preservation of combat capability capabilities of military formations. One of the components of survivability is the counteraction to the means of intelligence and the defeat of the enemy. Considering that the exercise of maneuver by forces and means during strikes by the enemy or immediately before their application is considered as a passive counteraction to the means of defeating the enemy. It is noted that timely maneuvering is one of the main conditions, the preservation of forces and means of military formations and the item management and in turn increases their survivability and combat capability. Given that no task can be performed successfully without making a well-grounded decision. The question arises as to the choice and rationale for a rational variant of the maneuver route for military formations and the item management. Moreover, the diversity of the network of traffic routes causes a large number of options for possible routes. Substantiation of rational routes of maneuver of military formations during combat operations is carried out using the results of calculating the expected maneuver time with the comparison of the values of the results obtained for alternative route options. As a result, the optimal route is determined for maneuvering by military formation or management item, which will ensure the timely withdrawal of forces, weapons and military equipment from the enemy's strikes. Therefore, in order to select the rational routes of maneuver of units during combat operations, it is proposed to use the method of dynamic programming. The article proposes a comprehensive approach to the choice of rational conditions for the implementation of maneuverability opportunities on the example of the maneuver of management item in the defense operation. The use of this integrated approach is aimed at defining and substantiating rational routes of maneuver of military formations and their management item.
