Higher Education regulation as an interface to the rule of public service : the teaching career in Angola

Generating an understanding of the regulatory path of higher education in Angola is the objective of this article, implying, in addition to the scrutiny of legislative packages, access to the logic, practices and strategies of its implementation by Higher Education Institutions (HEIs). During the investigation of the university's organizational culture, an institutional case study in the scope of the doctorate in sociology of education by the University of Minho, it was possible to learn from the interviews, the documentary analysis and the questionnaire survey on the likert scale, which the evocation of instruments of an evaluative nature based on the logic of entry / exit, flows and tasks proved to be insufficient to create the socio-organizational integrity of regulation. The variants of the Statutes of the Teaching Career (ECD) over more than three decades of the only Public University in the Country - Universidade Agostinho Neto (UAN), rewarded a regulation that intertwined with rationalization and optimization logics in the name of development and competitiveness economic, (de) contextualize due to mimicry of the civil service rule in the design and management of ECD and related standards.
