Acumulação sistêmica, poupança externa e rentismo: observações sobre o caso brasileiro

Ao longo de seus cinco séculos de história, o capitalismo passou por diferentes fases, reservando, em cada uma delas, distintos papéis à periferia do sistema. De sua função inicial como território de espoliação no contexto da fase de acumulação primitiva, o Brasil alcança o começo do século XXI como uma emergente plataforma internacional de valorização financeira, no contexto do capitalismo financeirizado hoje vigente. O discurso neoliberal, que sustenta ideologicamente a financeirização, argumenta que o país não está sob risco ao basear o funcionamento de sua economia na utilização de poupança externa. O artigo tenta demonstrar que o modelo macroeconômico assim estruturado afigura-se como mais um capítulo na longa história de heteronomia e dependência da economia brasileira, resultando em regressão em nosso papel na divisão internacional do trabalho, além do fomento ao rentismo internacional. O artigo procura também mostrar quão relevantes são, em tais circunstâncias, os approaches que mostram, por exemplo, a tendência cíclica de sobrevalorização da taxa de câmbio (Bresser-Pereira, 2008 e 2009), apontando a falácia do discurso rentista, bem como a manutenção da posição secularmente subordinada do país, se esse modelo for mantido.In its five centuries the history of capitalism encompasses different stages. Along this route, distinct roles were played by the system's periphery. From its initial function as a territory of spoliation in the context of primitive accumulation, Brazil reaches the beginning of the XXI century as an international platform for financial valorization in the context of the financialized capitalism now under way. The neoliberal discourse that ideologically sustains the financialization argues that the country is not at risk by basing the functioning of its economy in the use of external savings. The paper will try to demonstrate that this model is another chapter in this long history, producing regression in our role in the international division of labor and contributing to the growth of international rentism. The paper will also try to show how relevant are the approaches that show, for example, the cyclical tendency to the overvaluation of the exchange rate (Bresser-Pereira, 2008 e 2009), pointing out the fallacy of the rentist discourse, as well as the maintenance of the secular subordinate position of the country if this model is maintained.
