Abstract

This article aims to accomplish a behaviour analysis of bureaucracy with the purpose of understanding the bureaucracy role in the budgetary process. Intends evaluate the accuracy from the maximizing premise of the Niskanen model and determinate the main variables that influence the preferences and the power of the bureaucrats in the budgetary process. Considerable influence in the public policies formulation and implementation by the bureaucracy is admitted, that's why the bureaucracy behaviour analysis is crucial to the political process comprehension. This question assumes an added importance when the budgetary process is considered, where the characteristics, motivations and relations between bureaucrats and politicians are central determinants of the budget.
