In the article the author analyzes the features of the establishment and functioning of public service broadcasting developed countries, which is a means of constructing an international information sphere. Revelation of information and analysis of the best practices of organizations of public broadcasting in the countries of the world, including the UK, France, USA, Germany is relevant for Ukraine since the last twenty years there continues debate on the need for the establishment and operation characteristics of public service broadcasting and its prominent role in national and international information sphere. For the last years, the view on public radio and television broadcasting has undergone significant changes. Many countries have a mixed model of broadcasting (public channels, along with functioning commercial organizations). Currently, the public broadcasting organizations are in a new information environment, there are numerous challenges functioning of radio and television as a public service. The principles of universality, diversity and independence are today the main concept of public service broadcasting in the developed world. The article proves the idea that public service broadcasting in Europe and the world is an important institution that promotes the interests of not only society but also the democratic development of the country, the restoration of international information sphere. The methods of the article is a comparative analysis, as well as the method of retrospective analysis, which allowed to establish the essential features of the existence of public service broadcasting as an integral part of international information sphere.
