The article is devoted to the substantiation, development of a methodology for assessing the personnel management system and the study of the impact of the state of the personnel management system on the performance of employees. Using the methods of system, structural and functional analysis, a methodological approach to the assessment of the personnel management system was developed, including the author's criteria, methods, and methods for calculating indicators. An empirical study of the impact of the state of the personnel management system on the performance indicators of employees was carried out. Based on the established dependence, methodological recommendations were developed and the results of the development of a personnel management system at enterprises using the proposed approach to evaluation are presented. The difference between the proposed approach to assessing the personnel management system of an enterprise from existing ones is to use as a basis for the development of criteria and indicators for assessing key characteristics of the personnel management system in a highly competitive innovation environment.
