Régionalisation et développement régional en Anatolie du Sud-est : réflexions autour de la région Diyarbakır-Şanlıurfa
Abstract
Proceeding from the example of theDiyarbakır-Şanlıurfa region, this paper proposes a critical assesment of the creation of regional development agencies in Turkey, given the specificities of the South-east Anatolian region. The scope of the regionalisation process is hence less wide as expected due to overlapping institutions and regional difficulties. It appears that the so-called Kurdish question is not a determinant factor and that these agencies participate to the “post-exceptional” phase of state-society relations in South-east Anatolia. The new established agencies are a tool for local elites to constitute a regional growth coalition in order to enhance the region’s competitiveness. They are used more as a new instrument for territorial management than as an opportunity to implement regionally integrated development plans.
