NEOLlBERALlSMO E LUTAS SOCIAIS: perspectivas para as políticas públicas-retrocessos, recorrências e avanços

Abstract

This paper intends to present the continuities of the ideologies of the neoliberal policy - treated here as setbacks and recurrences. In its counterpart it presents the struggle of the social movement all over Latin America and Brazil is no exception for the overcoming of neoliberalism and for the construction of a new society, here identified as accomplishments. These movements - setbacks, recurrences and accomplishments have contradictory impacts on Public Policies, specially in the social area. The effects of the neoliberal reforms on Social Policies in all Latin American countries are shown as well as the attempts of overcoming them not always successfully since previous strategies are maintained. A strategy that universalizes these policies as a way to overcome the neoliberal format is defended. At last, the idea of a democratic non-liberal reform of the State is reinforced so that these universal policies may be implemented.
