Terrorism is not only considered an organized and transnational crime, but it can also appear in the territory of any state. This crime no longer has an international and global aspect. Therefore, all states try to adopt comprehensive policies against terrorism, especially border management and immigration control. Despite the numerous criminal and administrative answers in this field, the necessity of combating terrorism with precise implementation of administrative regulations in the territory of any state is inevitable. One of them is a travel ban as an administrative order which automatically may result in canceling a person's passport. This article tries to answer the question "How and when can administrative regulations be implemented in countering terrorism? We evaluate our national counter-terrorism mechanisms by studying the legal and legislative of England, France, and other states.
