The student protest in Galicia against the “Ley Orgánica de Universidades”

The Spanish government's “Ley Orgánica de Universidades” (which entailed a controversial reorganisation of Higher Education in Spain) provoked widespread protest towards the end of 2001. The reaction in Galicia was especially notable for the number of people involved, and the degree and intensity of their protests. In this essay I examine the key factors behind the strong reaction in Galicia, using three classic theories in the study of the collective action: mobilization of resources, political opportunity and frame analysis.
