This written text is reproduced practically 100 years ago, by the professor of the Universidad de Cartagena, Manuel Pájaro Herrera, one of the intellectual physicians of major recognition in the city of Cartagena, Colombia, in the first two decades of the 20th century. The text is an example of the magnitude of the appropriation of the concept of scientific argumentation that the author had. Also it is proof of his academic concerns for the related with the health standards and the hygiene. The text proves the existence of the concerns about the availability and the quality of the water. The local reality is seen in detail and it is contrasted with the international one, using as reference, information and numbers of European cities, while simultaneously, historical facts and own as distant events, are sources for the reflection. The text is a call to the social executives, leaders of civil opinion, environmentalists and departmental and municipal leaders to a joint work with the objective of providing water with quality and in abundance. In spite of the years that have passed since the initial publication, the call continues being valid, great part of the questions that were deriving in worries for the teacher Manuel Pájaro H., still they must be set in a context, taken in consideration and it is a duty to search the adequate answer.
