In «the Modernization of administration », the first part of the work, the fundamental concepts concerning the function of Administration (receptiveness to foreign ideas and service to the public) are defined. The changes that ought to take place in Administration are specified, as detailed by the Organization for Economic Cooperation and Development. The author, although aware that not all experiences can be transferred wholesale to other countries, discusses the different modern methods of evaluating administrative management. In the second part of the work, «Repercussion of modernization and the style of administrative documents », he lists Montesquieu's principies of concise and simple legislative wording. There is extensive reference to the evolution of English and French administrative language. The growing tendency to adopt simple, plain language is found in both the United States and in France; although in the latter there are also those who defend the purity of the language in its classical state. Furthermore, the author presents the positive and negative aspects of the use of computer techniques in juridical matters. The large amount of Information collected together in this article which proceed from countries with British and Continental juridical traditions reflect present-day tendencies in administrative language: using modern language, avoiding technical terms and eliminating archaic ones, simplifying the wording of documents, and improving their presentation.
