The Selling of Goods Produced by State-owned Mining Works of the Urals in the First Half of the 19th Century
Abstract
This article considers a series of aspects concerning the sale of goods produced at the state-owned metallurgical works in the Urals. During the mining administration reform in the region in the early 19th century, the management bodies of the mining industry were formed. At the same time, a system of state mining districts was established, which included six districts by the late 1820s. Referring to financial and production reports and mining regulations, the author defines the main branches of production of state works, their range of goods, and consumers, taking into account the peculiarities of the public sector of the mining industry in the region. The author concludes that the state mining industry of the period in question was primarily focused on manufacturing goods for the Army and the Navy. The mining administration distributed the orders of the Ministries of War and the Navy among the state-owned mining districts based on their technical capabilities. Thus, in the first half of the 19th century state-owned works specialised in the manufacture of certain types of military goods. Consumers of these goods were mainly armouries, arsenals, forts, and garrisons, seaports of various regions of the Russian Empire. While implementing military orders, state mining districts were united by strong economic ties with military enterprises. State-owned works also sold their goods which did not meet the requirements of the military department to private individuals. The selling of such goods took place both at the works, and, for the needs of the local population, at the Nizhny Novgorod Fair.
