SPACE MONITORING OF THE LARGEST AGRICULTURAL REGION IN THE INTERESTS OF ITS SUSTAINABLE DEVELOPMENT

The ways of creation and application of technologies of complex information support and monitoring of large agricultural territories are used to create basic thematically oriented means of solving problems of managing sustainable development of territories using the results of space activities. It is shown that the use of these technologies will allow us to regulate the development process when creating a set of monitoring tasks using the results of space activities, which have been called "basic elements", which allows us to shorten the development time of basic elements, create on their basis space monitoring systems, solving tasks in different sectors economy. When developing the monitoring system, it was proposed to use the domestic base geoinformation system COSMOS, providing the possibility of linking the elements of the technological chain of monitoring of territories from ready technical solutions, and in the absence of such, to create new ones. It is shown that agriculture is the most promising field of application of remote sensing data of the Earth, including in order of increasing the sustainability of territories for agrarian exploitation. Crops are well manifested in space images, are not hidden, and are single-tiered, well-decoded both in texture and spectral characteristics. The problem of ensuring sustainable development of the agricultural sector of the region is complex, which must be solved on the basis of interpenetration of space and information technologies, management technologies of large economic entities, as well as methods of systems theory and systems analysis. The purpose of the study is to analyze and develop proposals for the creation of a space monitoring system for agricultural areas in the South of Russia aimed at ensuring the sustainable development of this sector of the economy. The analysis showed that the subjects of the Russian Federation most in demand technologies for the formation, maintenance and use of the aggregate regional information resource (databases and knowledge), which has the following properties: integration with electronic maps and data of the GLONASS system; structuring by branches of the economy, territories and other management objects; updating on the basis of space images and other remote sensing systems; provision to any end-users - both the population and managers of various levels in the form of visual, accessible and regulated services. The structure of the basic geoinformation platform has been determined and justified.
