The School´s Educational Project is a concept that, since the late 80´s, has accompanied closely the Portuguese legislation, especially the one that has been devoted to the issues of public school autonomy, administration and management. In this article, we try to establish a retrospective of the politicalnormative framework that has been the basis for the school`s educational project, taking into account a course which, even from the point of view of the political-legal discourse, we can classify as loosely coupled. That is to say that the same political-administrative power whose issues decrees for the central role of the educational project in the schools´ management has also created the legal conditions for the inexistence of that central role — either legislating for its lack of operability, or keeping operative laws which are inconsequent and contradictory. There lie weighty reasons for these processes/documents to be, today, mere artefacts inside the school organizations.
