La crisis económica de 1967 en el contexto de la ruptura del sistema democrático
Abstract
El presente artículo describe la crisis económica de 1967 en Chile, argumentando que constituyó una causa relevante del quiebre del sistema democrático en 1973. Producto del estancamiento del desarrollo industrial y de las significativas discriminaciones que generó el proceso de profundización de la democracia iniciado en 1938, hacia fines de la década de 1950, surgió una cultura política de carácter revolucionaria y el sistema de partidos políticos se estructuró en tres tercios polarizados. El gobierno del Partido Demócrata Cristiano (1964-1970) y su promesa de "Revolución en Libertad" sembró altas expectativas en un electorado que había acumulado mucha frustración luego de sucesivos fracasos de gobiernos reformistas. La comprensión de este contexto, permite dimensionar las profundas consecuencias que produjo la sorpresiva caída en la tasa de crecimiento económico, durante el tercer año de gobierno. La masiva decepción provocó la declinación electoral del centro político, fortaleciendo a una izquierda y derecha polarizadas por una competencia centrífuga. A partir de entonces, se aceleró notablemente la radicalización del conflicto político, no logrando ser resuelto por los cauces institucionales del sistema democrático.The present article describes the economic crisis of 1967 in Chile, arguing that it constituted a significant cause for the breakdown of the democratic system in 1973. Product of the stagnation of the industrial development and the profound discriminations that generated the process of deepening of the democracy initiated in 1938, towards the end of the 1950s, arose a political culture with revolutionary character and the political parties were structured in three polarized thirds. The Government of the Christian Democratic Party (1964-1970) and his promise of "Revolution in Freedom" seeded high expectations in an electorate who had accumulated much frustration after successive failures of reformist governments. The understanding of this context, allows measure the profound consequences that the surprise fall in the rate of economic growth produced during the third year of government. The massive deception caused the electoral decline of the political center, fortifying the left and right polarized by a centrifugal competition. From then, the radicalization of the political conflict was accelerated remarkably, not being able to be solved by the institutional channels of the democratic system.
