He is Abdullah Effendi bin Muhammad Chalabi Al-Omari, born in 1208 AH, and he grew up religiously and studied in the institutes of Mosul and was involved in many sciences, including jurisprudence, literature and the seven centuries, he traveled to Istanbul and purified his bounty in it so I bestowed upon the authorities the title Bachalm i.e. the chief of scholars and then returned to Mosul and assumed the fatwa In it, he studied in several schools, toofas in 1297 AH in Mosul, and was buried in the Omariya Mosque in it And he has good poetry collected by Mahmoud Effendi Al-Jibakji, a copy of it at his grandson Sami Bash'alam, and another in the cabinet of Muhammad Raouf Al-Ghulami, a third at the retired Colonel Muhammad Amin and a fourth in the Iraqi Science Academy, and a fifth in the treasury of Ismail Hakki Faraj, and the copy we adopted in the study is a copy of the copy of the scientific complex The Iraqi, and the poet Mawawil and various florists, has led the teaching in Mosul in Dar Al-Quraan and in the famous Haj Zakar School and those who taught him in Dar Al-Quraan Saleh Al-Khatib Al-Mawsili Al-Harini.
