Draft bill on public consultation in the context of the modernization of legal provision of communication between the society and the state

The problem of communication between society and the state by Ukrainian scientists in the field of public administration has been studied in general. However, the draft bill on public consultations No. 7453 of December 27, 2017 has not been specifically studied. The author analyzed in detail the text of the draft bill «On Public Consultations» No. 7453 of December 27, 2017 and determined its place in the process of modernization of legal support for communication between the public and the state. Special attention is given to different points of view on this draft bill. The paper notes that in the prospects for modernizing the legal support for communication between society and the state are ambiguous. The author considers one of the reasons for the difficulty of considering this draft bill in parliament. A mention should be made this draft bill is one of the attempts to update the normative base in the sphere of communication between society and the state. It the article gives a detailed analysis of the findings of the Main Scientific and Expert Management Department of the Verkhovna Rada of Ukraine, the Institute of Legislation of the Verkhovna Rada of Ukraine, the National Academy of Public Administration under the President of Ukraine, the Research Institute of State Construction and Local Self-Government of the National Academy of Law Sciences of Ukraine, the Bureau of Democratic Institutions of the OSCE, as well as the decision of the Verkhovna Rada Committee on State Construction, Regional Policy and Local Self-Government. It should be stressed that there is no contradiction between the remarks on the bill and its support. Most experts and the author support the intention to establish common standards of public consultation in Ukraine.
