M. Kh. Reutern and Tariff Reform in Russia

Abstract

This article discusses the content and context of the Memorandum on Tariff Reform in Russia by M. Reutern that is presented in an accompanying article. It first considers the aims of the Memorandum in theoretical and policy terms, and then provides an evaluation of its impact on the Russian economy. Comparisons with the approach of other important figures in Russian tariff policy history, such as D.I. Mendeleev and M.I. Tugan-Baranovsky, are provided. Its links to other economic policies pursued by Reutern are also briefly considered.
