State-Owned-Enterprises company (SOEs) are given the task of providing public service known as public service obligation (PSO) which is socially oriented and earns profit, whose performance needs to be improved. Risk information that is accurate, complete, and at the appropriate time, will provide an initial signal to criticize at least 2 (two) aspects that affect the future of SOEs related to the probability of occurrence of risks and impacts that result, whereas Human Capital Information as an asset of the Company to build the capabilities and attitudes of the workforce, strengthening the organization, which in turn will determine the success of achieving the goals of SOEs. The results of the research with descriptive statistical method show that Risk Information has not been sufficient in providing the effect of added value to the company level Business Unit; Human Capital Information has not been applied according to the expectations of the Business Unit; Management decisions have not been implemented properly; and Business Unit Performance has not been achieved in accordance with the targets set. The results of the research with multivariate statistic method show that Human Capital Information is more influential than Risk Information in influencing Management Decisions; Management Decisions are more influential than Human Capital Information and Risk Information in influencing Business Unit Performance; intervening variable test the influence of Risk Information through Management Decisions has a significant effect on Business Unit Performance; and Human Capital Information through Management Decisions has a significant effect on Business Unit Performance. Achievement of Business Unit Performance is most significantly influenced by Human Capital Information through Management Decisions as the main priority to be followed up.
