The governance pattern that guides the Lagoas do Norte Program (PLN) is analyzed, trying to understand if this intervention incorporates local demands. Implanted in 2008 by the Teresina City Hall, with the support of the International Bank for Reconstruction and Development (BIRD), the PLN involves physical, urban, environmental, economic and social actions aimed at improving the quality of life of the population living in large area of ​​the northern zone of the capital of Piauí. This article is the result of a doctoral research conducted at the UFPI Postgraduate Program in Public Policies, between 2014 and 2017. Based on a qualitative approach, the research made use of bibliographic, documentary and semi-structured interviews. The data reveal that the conduct of the PLN, by minimizing the political dimension, causes impasses, conflicts and the restricted attendance of local demands.
