Abstract

The implementation of e-government undoubtedly offers considerable benefits, but it can also widen social inequalities. From this perspective, this study addresses administrative digitalization and its impact on citizenship. It is noted how state and regional regulations that develop the right of option to interact electronically with the Administration blur the formal and material boundaries of the provision contained in Article 14 of Law 39/2015. The changing jurisprudence of the Supreme Court on this matter is examined, and the effectiveness of regulatory measures aimed at alleviating this situation is questioned.
