The main objective of this article is to analyze the form of provision of goods and services of the City Councils of Alicante and Valencia (2005-2016). To do this, we will carry out an analysis of the budget by chapters to determine the distribution of funds between the different actors that make up the public policy networks of each session. Among the evidence that we have found, we can highlight that the distribution of funds has certainly been affected by the economic crisis that has varied the strategies. Likewise, we have been able to verify the distribution of public money among actors of different nature. This phenomenon denotes a scenario of urban governance in which members of the third sector, companies and other institutions are part of local public policies.
