Objectives The purpose of the analysis was to present the institution of the Ombudsman, the legal basis on which his functioning is based, the means at his disposal and the scope of activity based on applicable legal acts. Material and methods The subject of the article's consideration are legal acts that underpin the activities of the Ombudsman. The scientific methods used in the article are a dogmatic and legal as well as a historical and legal method. Results The Ombudsman, when dealing with numerous requests from citizens, makes an annual assessment of the state of compliance by public authorities with human and citizen freedoms and rights, submitting this information to both Houses of Parliament. Thus, it has a real impact on the assessment of the state of law in Poland, as well as on the assessment of the degree of respect for human rights. Conclusions The Office of the Ombudsman in the Polish system of state organs is, as the Constitution indicates, an independent and independent institution, and as practice also indicates, it undoubtedly belongs to the group of one of the most active non-judicial legal protection bodies.
