The approach of bureaucracy as a subject of public policies. This approach emphasizes the contribution of bureaucracy and it ́s relation to the public demands and their role in public policies. Bureaucracy is considered, as a subject of public policies, concretely related to the rationality and the actions of the Capitalist States. Marx, Engels, Weber, Scokpol, Bobbio are the authors that sustain this theory here presented, highlightenning the rational domination of bureaucracy brought up by Weber (2000). We consider the bureaucratic apparatus in relation to the dominant economical social classes as an actor of public policies, contributing for the autonomy of the State. The bureaucracy is under the marxist or weberian approaches, being perceived as necessary for the construction, implementation and evaluation of public policies.
