The event of Ashura, following the last Prophet (peace and blessings of Allah be upon him), marked a significant turning point in history towards the ultimate perfection of the monotheistic rule on earth, which we refer to as the new Islamic civilization. In this regard, it had effects and achievements that, at some point in time, become evident according to the available capacities. The Arba'eenpilgrimage, as one of these events, has garnered the interest of a significant number of Shiites and followers of Hazrat Aba Abdullah al-Hussein (peace be upon him) in recent years. In this article, we attempt to examine the concept of Wilayatin the political thought of Imam Khamenei (Madzalah al a'la) and explore the goals and process of the Islamic Revolution. We also analyze components such as strengthening the emotional connection with the guardian and promoting the culture of self-sacrifice, brotherhood, hospitality, and dominance. On the ethnic and linguistic prejudices among believers and their manifestations of denying the guardianship of infidels, such as anti-tyranny, recognizing the enemy, and preparing for jihad and defense, in order to establish a foundation for the manifestation of guardianship, the question arises: "What is the role of the guardians in the Arba'een pilgrimage in the realization of the new Islamic civilization?" To conduct this research, the qualitative method of document analysis was employed. The data collection tool was utilized to gather the necessary data. Based on the studies, it can be said that the Arba'een pilgrimage is a manifestation of the three levels of Wilayat (gaurdianship) from the perspective of Imam Khamenei (Madzalah al a'la). The Arba'een pilgrimage also plays an important role in creating a strong emotional connection with the guardian. It fosters solidarity and unity among believers while challenging the rule of the infidels. Furthermore, it can contribute to the realization of a new Islamic civilization.
