Experience of the management organization in cities with district division in Ukraine
Abstract
The article studies the domestic experience on the organization of management in cities with district division. Special attention is given to identify the main problems of the division of powers between local governments in cities with district division and analysis of existing legislation on the subject. The article presents data on key management existing models in urban areas, where today there are two: the existence of regional administrations as executive bodies of city councils and the existence of district councils with their own executive bodies. It is concluded that in cities with district division prevailing trend towards the elimination of district in the city councils, which are not always conducive to the formation of a unified system of urban management and reduction of administrative and managerial staff. Therefore, in the management organization in a districts in a city should, above all, take into account the interests of territorial community residents in the area and apply a balanced and differentiated approach taking into account the population of the city and its territory. It is this approach consistent with the principle of subsidiarity, which is key in the process of decentralization and deconcentration of public authorities.
