FAVORING PARTIES BY GENERAL LINEAR DIVISOR METHOD
Abstract
Aspects of General Linear Divisor (GLD)method favoring of parties, when distributing seats, are investigated. They are identified predisposing conditions of a particular party to favor parties and also the fact that predisposition of favoring smaller parties is increasing, and of favoring of larger parties is decreasing with the increase of constant c value. The condition of Hamilton equilibrium between two parties is defined and special cases of Hamilton equilibriumand quasi-equilibrium are described. Are identified areas of GLD method favoring of larger and of smaller parties depending on the number of parties and on values of constant c and ΔM. Onaverage, GLD method favors large parties at c 2 and did not favor any party at c = 2.
