El desarrollo del capitalismo y la nueva configuración de la protección social: la Asignación Universal por Hijo en Argentina = The development of capitalism and the new configuration of social protection: the Universal allocation per child in Argentina
Abstract
In this paper we pointed out the economic, political and social context that arises and implements the Universal allocation per child in Argentina as a program of chr(38)quot;Conditional Cash Transferschr(38)quot; adopted at the end of the year 2009. We characterize this program from a set of dimensions of analysis, from a broad perspective and complex on social policy, and identify problems in relation to the orientation and sense of ethics that aim. In relation to these questions we put some tensions that make central to the development of capitalism and to the implementation of policies: the relationship of the conditions and forms of work organization and inequalities with contemporary forms of social protection; the role of the conditionalities and tensions with universalist perspective. In this way do we account for the configuration of a new system of social protection in line with the contemporary transformations of capitalism
