PROBLEMS OF RADIOLOGICAL DIAGNOSTICS IN CONTEXT OF MEDICAL SERVICE IN DIFFERENT FIELDS OF HEALTHCARE

We studied the peculiarities of radiological methods of diagnostics as a medical service in certain fields of medicine and in certain most widespread methods in Ukraine and other countries in the world. The aim of the study – to analyze the current situation and academic justification of problems of medical services in radiological diagnostics in different fields of health care. Materials and Methods. We conducted search, generalization, and analysis of publications in international and national sources on medical service in radiology, with the help of content analysis. The work relies on epidemiological (historical descriptive method, analytical method), and sociological methods (logical induction, deduction, empirical generalizations). Systematization and analysis of the study was performed on the personal computer with the use of software programs of Microsoft Office 2016. Results and Discussion. We examined that radiology is one of the most capital intensive fields of medicine. When choosing a method of radiological diagnostics, they usually take into account such criteria as radiation safety, informational value, invasiveness, cost effectiveness, and accessibility. The consistent operation of the diagnostic equipment requires substantial funds for spare parts, and maintenance inspections. However, presently, in most regions of our country, procurement of medical equipment, both homeproduced and from abroad, can only meet 30–40 % of needs of health care institutions. As a result of high wear degree of the available medical equipment (according to some expert estimates, it is up to 80 %), health care institutions face decline in diagnostic efficiency, also because of non-cost-effective use of operating capacity of modern diagnostic equipment. One of the reasons is unduly elaborated methodology for the analysis of use of costly medical equipment, and improper system of medical economic justification for its acquisition. Conclusions. It is important to reconsider and solve issues related to providing for a diagnostic process, and for its quality control, and to improvement of standardization in these services. The problems of quality and efficiency of a health care institution are directly linked to the amount of funding and funding distribution methods within the health care institution. It is state administration of quality in medical services that shall be an indispensable part of state regulation of the medical services market.
