The first Italian unfinished public works census was conducted in 2013, counting more than 500 stopped contracts. National regulations have implemented an annual census to update the first one. What’s the aim behind this? Statistic or preliminary studies to define how to complete them? The 2013 survey found that the total needed to complete unfinished public works amount to an estimated €3.5 billion with an additional estimated €1.7 billion required to complete works as yet unbegun. It’s impossible to complete all of them and, without a doubt, they’re not necessary at all. The paper describes the national experience and offers some analysis on the effec- tiveness of public investment planning.
