Directions of strategic development of the Podcarpath voivodeship – South-East region of Poland

An important condition for the harmonious functioning and development of a region or microregion is the use of a local forecasting and planning system in the decision-making process. The authors of the article on the example of the activities of local governments of the Subcarpathian province (Poland) show that the system allows you to avoid many controversial, multidirectional actions and concentrate efforts and resources on the implementation of strategic goals. It is emphasized that the process of local forecasting and planning should be creative, conceptual. Because of this, it allows you to actively shape the reality of the community in the economic, social, infrastructural, environmental and spatial dimensions. The article analyzes the strengths and weaknesses of the region, as well as opportunities and threats to its development in the near future. It is emphasized that decisions of local governments at all its levels are discussed and agreed with the population, which is directly interested in fulfilling its expectations and needs. It is shown that during the discussions, special attention is paid to the role of the inhabitants of the region and their entrepreneurial activity, which can be an impetus for the development of this economic space. The final part of the article presents potential directions of economic development of the Subcarpathian region on the basis of the vision of the development of Subcarpathian voivodeship up to 2020, formulated in the relevant documents. The vision of the development of Subcarpathian voivodeship is based on the prospects for the future in this underdeveloped region, which is the goal of the development policy of territorial self-government in the region. According to the concept of the “Development Strategy of the Subcarpathian region until 2020”, province will become an area of sustainable economic development, based on the effective use of internal potential and cross-border location, ensuring a high quality of life for the population. It is assumed that the implementation of this vision will help to reduce the development gap compared with the more developed regions of the country and the voivodship will be the development leader among the provinces of Eastern Poland. The authors stipulate that in the present conditions of a global world it is very difficult to accurately predict possible scenarios of strategic development, since many macroeconomic factors can effectively weaken and even completely eliminate the effects of actions taken. Therefore, the authors are very cautious in determining the final results of the planned strategies.
