ON THE ISSUE OF FORMING THE ADMINISTRATIVE AND POLITICAL ELITE OF THE REPUBLIC OF CRIMEA
Abstract
The article, for the first time, raises the issue of including descendants of noble families of the Russian Empire as a social resource into the enrollment process of the administrative and political elite of Crimea republic. It also proposes economic, biological and socio-political substantiation of the expediency offorming a fraction of the administrative and political elite of Crimea consisting of descendants of noble families of the Russian Empire and members of society who are close to them in terms of ideology. Some aspects of the socio-economic performance of the elite from the point of view of its key function in shaping the foundations of civic consciousness and the identity of the whole society are considered. Key features of the "historical" elite are identified and analysed. The expediency and socio-economic effectiveness of the restitution of the property of noble families, its point-individual character are substantiated.
