This paper aims to investigate the factors influencing peri-urban land development in Assosa Town and indicate the design of an effective land administration system. Mixed research approach was employed using primary and secondary sources. Respondents were selected using purposive sampling technique. Bifurcated legal and institutional framework, limited public-private participation, and technical constraints led to informality in peri-urban land developments. The binary logit model results showed that sex, income, access to land and land information, land disputes, the availability of land development tool, and institutional integration influence peri-urban land development. All-in-one legal and institutional framework to promote sustainable development is recommended.
