This text intends to analize the policies of public elementary instruction in Minas Gerais province, along the 19th century and, at the same time, to present and discuss one source of great value to Education’s history of the period: the Written Reports of Province Presidents and of the Public Instruction Directors. Analizing the politician discourses about the instruction on Imperial Period, such documents were fundamental to comprehend important angles of provincial policies to the instruction, such as those related to teaching profession, to teacher formation and to Normal Schools; to processes and methods of teaching and apprenticeship; to unequal access, in terms of race and gender, to service of the instruction; to school materiality, such as school spaces and pedagogic materials, between other emerged and discussed along the survey.
