Value senses of public understanding in Ukraine

Value senses are considered in the context of dynamics of Ukraine’s political system in information epoch. Stability of a political system depends on its ability to respond effectively to challenges, to adapt to internal and external changes. The importance of objective socio-economic indicators, choice of priorities of state policy and availability of common, recognized by majority of citizens, socio-cultural and spiritual values and meanings for normal functioning of the country are emphasized. Attention is focused on one of the key factors of stabilization – maintaining and enhancing of national understanding concerning major national development tasks, goals and axiological meanings. A necessary condition for stable development is formation of an information space that corresponds to main values of national socio-cultural field. This space, in turn, has its positive and negative sides, and therefore carries some risks. The necessity for creation an effective model of value senses of public understanding of a complex approach, which provides ensuring of freedom as a security by the state. It is emphasized that it is important to harmonize challenges related to both tradition and innovations in order to achieve a stable state of society. The specific contradictions between these components under the present Ukrainian conditions are revealed. The content of axiological guidelines, which are priority for forming stability of both society and political regime, was analyzed. Two models of political stability (total and dynamic) of society and their characteristics are considered. The current state of destabilization of Ukrainian society is indicated: significance of the contingency factor has increased critically and the important regulatory and controlling functions have been lost by the power. The need for authorities and society to work together to restore the original model of understanding that existed at the beginning of Ukraine’s independence was noted. Significant part of responsibility for this state of affairs, especially for widen the division in Ukrainian society, lays in domestic political elite, which, instead of mobilizing values in socio-political space and uniting the efforts of citizens around constructive development goals, seeks to rely on external support.
