Rental tax reduction schemes have been a pillar of the French government housing public policy for 30 years. They reflect a will of the State to let the private sector produce rental housing and thus fill the gap between social housing and the free market offer. Here, we evaluate the impact of these schemes on the size and type of housing in the French metropolis where the population growth is strongest: Montpellier. We show that, beyond the effects on the number of produced apartments, these schemes induce a specialization of the market. This specialization only partially answers the needs of the final beneficiaries (the tenants) and is contested by the municipality.
