Foreign policy considerations in dealing with Afghanistan’s refugees: when security and protection collide

Abstract

The values of democracy, justice and freedom arestated goals of the foreign policies of Western states.These are the same values that the terrorist attacksof 11 September challenged. They are also the valuesthat should inform refugee protection policies.
