This paper aims to establish a dialogue on Cuban state owned enterprise, by crossing points of view obtained before and after the creation of the Guidelines of the Communist Party in 2011. The goal was to analyse how it has been affected by the changes of the economic and social model. Before the Guidelines we analysed irregularities found in 6 state owned enterprises during prosecutor verifications carried out by the coauthor, as part of a team of specialists between the years 2005 and 2007. After the Guidelines, we turned to difficulties expressed by jurists, economists and accountants coming from counties across the country during their respective pre-congress meetings, reflected in 22 official records in 2012 and 2013. The results were crossed with 129 surveys applied among workers of the Industrial Enterprise of Productions Cabildo, one of the nine attributed to the Office of the Historian of Havana in 2012.
