El plan urbanístico como consolidación del modelo de la renta
Abstract
Milan has developed a disregulation urban model, refusing the plan in favour of the project, that has always been highly politiced and has always lacked a structural and organizational logic. Thus, Milan cannot do without a planning policy that guarantees its future defining an urban strategy for the city. This text analyzes how the latest step in the disregulation process, “Re-constructing the Great Milan”, finally has a solid legal document which is flexible and goes deeply into the reasons and procedures, consolidating the “rent model”. This document bets on a structural plan for Milan, that should take advantage of its potential competitiviness as a directional city, related to the nexus citymetropolitan area, the mobility system and the sustainable and qualifying interventions carried out through the action plans embraced in the master plan.
