Control Over Non-Profit Football Organizations: Implementation and Legal Regulation

Abstract

Sports being a nationally important area, the system of control over the activities of non-profit sports organizations needs strict and clear legal regulation. Not all non-profit football organizations use their funds legally and effectively. Since these funds may amount to hundreds of millions of rubles, it leads to a negative public attitude towards sports. The existing control system fails to meet the requirements of the time. As a result, non-profit sports organizations often violate the law in terms of the use of budget funds. The author proposes to vest the regional and municipal control and accounting bodies with the authority to verify the legality and effectiveness of the use of budget funds allocated by their budgets to non-profit sports organizations, using the analogy with the control over the activities of state, budgetary, and autonomous institutions.
