Ways legalization of economic processes
Abstract
Shadow economy covers all phases of economic reproduction - from production to exchange, distribution and consumption in every country. Radical reduction of its scope and impact on economic growth is one of the priorities of the state policy in Ukraine. To develop effective policies on legalization of domestic economy author proposes first of all to define the basic principles on which it is based and comprehensive program of measures to be implemented. De-shadowing economy should include blocks of issues related to taxation, banking and combating corruption. Attention is focused on the reform of the banking business. An important factor in the success of legalization is the development of partnership between the state and business, political support for this complex process, the steps to reform society, punishment of irresponsible officials, avoidance of populism, and changeover of mentality of citizens towards civic awareness and involvement in the overall process. The author proposes public tender procedure for procurements by state and municipal enterprises and successful trials of corrupt, strengthen the independence of judges from political pressing, installation of the newly established Institute of Financial Ombudsman and improvement of cooperation of state agencies with public institutions.
