[Purpose/significance] The complementarity of intelligence personnel is the necessary condition for the development of intelligence work. The individual advantage of judging the characteristics of competence is the important foundation to promote the efficiency of intelligence personnel. [Method/process] According to the goal, ideas were planned. The value parameter was determined from the most favorable perspective of the evaluated intelligence personnel. The individual superiority discriminant model and the democratic discriminant model of the intelligence personnel competency were put forward, and the model solution was given. [Result/conclusion] With 10 intelligence officers chosen as the research samples, the results of the calculation are used to verify the validity and productivity of the model, and provide references for evaluating the competency characteristics of intelligence personnel.
