The present work departs from of the importance of the human factor in the organizations and the con-sequent need of management competences’ application at the entities, doing emphasis at the cultural sector. A diagnosis of Integrated Management System of the Human Capital comes true and it’s applica-ble a procedure for determinate competences of organizational, process and position levels. It’s created and used information-technology support for enable the process of management, getting with all the pro-posals a better performance in the staff, the customers’ satisfaction and the increment of the productivity of work, as well as the reduction in the times of operation of the activities related with the competences management.
