The Research for Governance Mechanism and Enlightenment of the Spatial Cooperative Development Between Zhejiang and Shanghai for Yangshan Deep-water Port Cooperation Development

Abstract

Cross-regional space cooperative development is an essential method for regional integrated development, which is conducive to promoting the cross-regional distribution of productive forces and realizing regional coordinated development based on the premise of sharing land resources and free flow of factors. The Xiaoyangshan spatial cooperation between Zhejiang and Shanghai is a typical case for the cooperative development of inter-provincial adjacent areas. An effective cooperation governance mechanism has been established after consultations, and the two parties have made clear institutional arrangements for major issues such as cooperation methods, management operations, and distribution of profits. In the context of the integration of the Yangtze River Delta, this case has strong enlightening significance for the promotion of inter-provincial and inter-city cooperation in adjacent areas.
