This research aims to develop a teaching-based module on maritime affairs in the curriculum independent Bintan State First Middle School 1 by measuring the validity and practicality of the media being developed. The model is a 4D model which starts from the definition stage, the design stage, to the development stage. The media developed by researchers is in the form of audio-visuals which will be validated by three experts, namely material experts, media experts, and experts language. The data collection techniques are interviews, media validity questionnaires, and media practicality questionnaires. Furthermore, the data analysis technique in this research is the quantitative descriptive data analysis technique. The result of this research is a maritime-based teaching module in the curriculum with the validation percentage of material experts reaching 98.8% with the qualification “very valid” media experts reaching 89% with the qualification “very valid”, and experts Language reaching 92.6% “very valid”. After that, trials were carried out on small groups with a percentage reaching 84% with the qualification “very practical” and large group trials reaching 85% with the qualification “very practical”. This research can be used as a reference for further researchers to determine the effectiveness of teaching-based modules on maritime affairs in the curriculum independently.
