INSTRUMENTS FOR ADAPTIVE CRISIS MANAGEMENT OF SUBREGIONAL TERRITORIES

This article argues that the socio-economic situation of Russian regions reflects the absence of effective regional anti-crisis programmes that on the one hand, the economic potential of the subjects, and on the other hand, outlines the strategy actions of regional public authorities to develop preventive anti-crisis measures. The author emphasizes that the implementation of the state policy in solving problems of crisis management at the meso level, considerable attention is paid by Russian and foreign researchers. The subject of these studies are aspects of the interaction between regional governments with the Federal government, the regulation of the processes of market restructuring of the socio-economic space of regions of Russia, the problem of overcoming of stagnation in the development of depressive territories. However, as the author points out, additional research is required for identification of functions of public authorities to overcome the crisis phase of development of the territory in accordance with established regulatory powers and purpose-oriented mandates, development of algorithm of realisation of procedures of management actions of public authorities on the subjects of economic activities in the process of overcoming the crisis with the aim of ensuring sustainable economic development of the region, its competitiveness, productive use of the resource potential at the sub-regional level of management. In addition, the author considers it necessary to emphasize that research in the area of organization crisis management focuses mainly on the corporate level. At the meso-level issues related to the use of resources of public authorities to overcome the crisis phase of development of the region remain virtually unexamined. The object of study for scientific research is the activities of public authorities at the regional level of management in organization of crisis management territories in a critical phase of development.
